Designed to be an improved version of the camera app already integrated with Ice Cream Sandwich, ICS+ enables you to adjust exposure, choose a scene mode (Auto, Night, Party), change the white balance, change the flash mode and shoot panoramas.
If you simply want to give the camera a little upgrade, this is a good option.
